Abstract:
The present application belongs to the field of communications. Disclosed are a negotiation method, and a terminal and a network-side device. The method comprises: a first network element acquiring first capability information; the first network element determining target communication capability information on the basis of the first capability information; and the first network element sending the target communication capability information to a second device, wherein the first capability information comprises at least one of the following: first communication capability information and second communication capability information; the first communication capability information is information of a communication capability that a terminal network element supports and has for communicating with an Internet-of-Things device; the second communication capability information is information of a communication capability that a first access network element supports and has for communicating with the Internet-of-Things device; and the target communication capability information is communication capability information which is used during communication with the Internet-of-Things device.
