Provided are a manufacturing method and apparatus for a pneumatic tire for which the anisotropy of tread rubber physical properties can be made pronounced without using short fibers, etc. and which improves riding comfort and handling stability. In addition to placing a rigid metal inner mold 2 and an unvulcanized base tire BT disposed on the outer circumferential surface thereof inside a vulcanization mold 6 and vulcanizing the base tire BT, unvulcanized rubber R is injected towards the inside of the tire in the radial direction into a cylindrical cavity 9, which is formed between the inner circumferential surface of the vulcanization mold 6 and the outer circumferential surface of the base tire BT, from wide injection ports 12, the tire width direction dimension w of which is larger than the tire circumferential direction dimension d, the injection ports being disposed at intervals in the circumferential direction on the inner circumferential surface of the vulcanization mold 6 that serves as the outer circumferential surface of the cavity 9, and the unvulcanized rubber is vulcanized to form a tread section TR on the outer circumferential surface of the base tire BT and integrate the tread section TR on the outer circumferential surface of the base tire BT.
