The present invention relates to a method for dissolving an anionic polymer and a cationic polymer in an aqueous solution without aggregation/suspension, and preparing, from the mixture aqueous solution, a composition having a shape and a use which enable application in various fields, and the method comprises: (1) adding, to the mixture aqueous solution comprising the anionic polymer and the cationic polymer, an electrolyte in an amount such that the ionic strength (I) value of the electrolyte in the aqueous solution satisfies the condition of [16.5×(the moles of the less used polymer between the anionic polymer and the cationic polymer)×(NIG)2]≤ionic strength≤(30×the mole of the anionic polymer); or (2) adding, to the mixture aqueous solution comprising the anionic polymer and the cationic polymer, an electrolyte in an amount such that the ionic strength (I) value of the electrolyte in the aqueous solution satisfies the condition of 0.001
