A powder-conveying device and a dispensing apparatus. The powder-conveying device comprises: a gas delivery assembly (100), a temporary storage assembly (400) and a feed pipe (20), wherein the feed pipe (20) is provided with a first connection port (212), a second connection port (213) and a third connection port (222), which are in communication with each other, the first connection port (212) of the feed pipe (20) being in communication with an output end of the gas delivery assembly (100), the second connection port (213) of the feed pipe (20) being in communication with an input end of the temporary storage assembly (400), and the third connection port (222) of the feed pipe (20) being configured to be in communication with a storage assembly (300) that stores powder; and the gas delivery assembly (100) is configured to generate negative pressure at the third connection port (222) of the feed pipe (20) when a gas flow is delivered from the feed pipe (20) to the temporary storage assembly (400), so as to draw the powder from the storage assembly (300) into the temporary storage assembly (400). The dispensing apparatus comprises the powder-conveying device and the storage assembly (300).
