This proposal support device (2) for a water treatment system searches for element information and cost information on water treatment, according to input information, and creates a water treatment system psroposal, the proposal support device being provided with: a storage unit (10) which stores information for calculating a cost-reduction effect that is to be attained by the water treatment system proposal, the element information and the cost information; a processing unit (information processing unit 6) which creates the water treatment system proposal by searching the storage unit for the element information and the cost information, and calculates the cost-reduction effect that is to be attained by the water treatment system proposal; and an information presenting unit (8) which associates the cost-reduction effect with the water treatment system proposal and presents the associated result. Accordingly, the water treatment system proposal can be created by searching for the element information and the cost information, the cost-reduction effect that is to be attained by the water treatment system proposal can be calculated, and said effect can be presented together with the water treatment system proposal.
