This proprietor terminal 1 is provided with a route object generation unit 123 for: storing state data Bs in which an identifier of a contract executed in a blockchain system 6, a hash value of file data being controlled that specifies content data managed by the contract, and identifiers of a proprietor and a user of content data in a file management system 9 are correlated; generating referenced data R that includes the contract identifier; and generating route object data Obj that includes the referenced data R and the link name and hash value of the file data being controlled.
