Abstract:
Provided is a controller that sends and receives information with a gateway and a plurality of base stations, and also manages the gateway as a data rate transmission origin and manages the base stations as data rate transmission destinations. In a case where a data rate, which is set by a gateway and is a provisional data rate set for terminals belonging to the base stations, is anticipated to be input to the base stations, on the condition that any one of the base stations is unable to secure wireless communication resources to allocate to terminals belonging to such base station and it is anticipated that the wireless transmission capabilities will be exceeded, the controller releases wired resources equivalent to the excess portion of the wireless transmission capability exceeded at the base station, from among the wired resources allocated to the provisional data rate, determines a new data rate that satisfies the wireless transmission capabilities of the base stations to be the proper data rate, and instructs the gateway as to the determined proper data rate.
