Provided are a refrigeration cycle device and a liquid heating device comprising same. The refrigeration cycle device has: a heating operation mode in which a usage-side heat medium is heated in a usage-side heat exchanger 22, by a refrigerant discharged from a compression rotation element 21b in a compression mechanism 21; and a defrost operation mode in which a heat source-side heat exchanger 24 is defrosted by refrigerant that has been discharged from the compression rotation element 21b. A control device 4 adjusts the degree of opening of a first expansion device 23 and the degree of opening of a second expansion device 31, increases the flow rate for refrigerant flowing through the first expansion device 23 to be greater than the flow rate for refrigerant that flows through the second expansion device 31, during execution of the defrost operation mode, and can suppress reduction in heating capacity during the heating operation in the usage-side heat exchanger 22, even during execution of the heating operation in the usage-side heat exchanger 22 after execution of the defrost operation in the heat source-side heat exchanger 24 has been completed.
