Disclosed is a resource management method, comprising: if first-type random access is successful, a first terminal apparatus transmitting first data on the basis of a first uplink grant indicated in a received first media access control protocol data unit (MAC PDU); or if the first-type random access fails, the first terminal apparatus transmitting second data on the basis of a target uplink grant indicated in a received second MAC PDU. Also disclosed are another resource management method, an apparatus, and a storage medium.
