Abstract:
This disclosure relates to a sending device, a sending method, and a program, with which a moving image can be sent so as to be reproduced with lower delay. An encoding unit implements spatial scalable encoding with respect to a moving image, and a sending processing unit sends a layer-by-layer picture, encoded by the encoding unit, via a network. A reference layer control processing unit controls the encoding unit such that a reference layer is limited to an interlayer if the possibility that an underflow occurs in a reception buffer is expected to be high or feedback to the effect that an underflow has occurred in the reception buffer is received. This technology is applicable to a sending device that encodes and sends a moving image, for example.
