The present invention relates to a smashing and grinding device for recycled aggregates which can smash the concrete collected from construction waste, and recycle the smashed concrete aggregates as recycled aggregates. The invention provides a smashing and grinding device for recycled aggregates wherein an erected rotational shaft having a mantle core is rotatively installed on the center of a frame, the mantle core is rotatively installed by being connected to a first power source through a power transmission member, and caves which are separated from the mantle core and surround the outer side of the mantle core are positioned on the frame located on the outer side of the mantle core. The caves are formed as multiple divisive caves equally divided into at least two or more, and the divisive caves are equipped with expanding means expanded by being rotated in a radial shape which is the outer side of the mantle core, relative to hinge pins which are arranged on the lower end. Thus, since the mantle core is surrounded by the divisive caves equally divided into two or more and each of the divisive caves is expanded by being rotated to the outer side of the mantle core on the basis of the hinge pins arranged on the lower end, the invention is usefully employed to perform repair work on the mantle core in a fast and easy manner.
