The present application belongs to the field of communications, and provided thereby are a switching method, device and transfer control separation system of a control plane device. When a user plane device in a transfer control separation system detects that communication performance with a main control plane device does not meet a normal communication condition, and communication performance with a standby control plane device meets the normal communication condition, the user plane device may send a switch request to the standby control plane device. When the standby control plane device detects that the amount of user plane devices sending a switching request is greater than or equal to a first amount threshold, the standby control plane device may instruct every user plane device within the transfer control separation system to switch to the standby control plane device, and the standby control plane device may then replace the main control plane device for carrying out operations, so as to ensure the normal operation of user service. Compared to methods in related technology, the switching method for control plane devices of the present application not only has high flexibility, but also may effectively improve the reliability of a transfer control separation system.
