Provided in the embodiments of the present application are a system and method for transmitting rich media information during a call, and a device, the method comprising: after a call connection is established between a first terminal and a second terminal, the first terminal determining, on the basis of a user operation, target rich media information selected by a user in the first terminal, and after finding a code corresponding to the target rich media information in a first rich media library, encapsulating the code corresponding to the target rich media information in an RTCP message, and then sending the message to the second terminal; and the second terminal obtaining the code in the RTCP message by means of parsing the received RTCP message, then searching, in a second rich media library, for rich media information corresponding to the code, and making a response, wherein the same rich media information corresponds to the same code in the first rich media library and the second rich media library. By means of the embodiments of the present application, the code corresponding to the rich media information is transmitted by means of the RTCP message, such that not only can the degree of interestingness during a call be increased, but the voice call experience can also not be affected.
