The present invention provides a toner cleaning sheet that provides superior heat resistance, maintains sufficient tensile strength even if a heating roller for toner cleaning has a temperature overshoot, has excellent cleaning properties, and can be provided inexpensively and stably. A toner cleaning sheet according to the present invention includes at least one type of fiber selected from thermoplastic fibers constituted of thermoplastic resin with a melting point of 265°C or greater and at least one type of fiber selected from cellulose fibers. In the toner cleaning sheet, at least part of the thermoplastic fiber is fused and bonded to adjacent thermoplastic fibers. A method for manufacturing a toner cleaning sheet according to the present invention is for this toner cleaning sheet that includes at least one type of fiber selected from thermoplastic fibers constituted of thermoplastic resin with the melting point of 265°C or greater and at least one type of fiber selected from cellulose fibers. Manufacturing can be performed by carrying out a bonding step wherein at least part of the thermoplastic fiber is fused and bonded to adjacent thermoplastic fibers.
