In order to manage transactions conducted for the purpose of eliminating shortages of money in stores, this management server that constitutes a transaction management system comprises: a message publication unit that publishes messages on the internet that include requests for transactions including deposits and exchange of money and benefits associated to said transactions and applied on condition of said transactions being completed; a transaction management unit that manages bookings for transactions received via the internet, receives information pertaining to the completion of transactions, via the internet, and applies benefits via the internet if a transaction for a completed booking has been completed; and a storage unit for saving and managing information pertaining to transactions and benefits.
