The present invention provides a monitoring and diagnostic device capable of monitoring and diagnosing the states of the core and windings contained in a transformer, without using an additional active device. A transformer monitoring and diagnostic device according to the present invention is installed for a transformer (1000) with a tank (400) and a load-tap-changer device (800), and is provided with: a plurality of vibration sensors (1, 11 to 13) provided on a surface of the tank (400); a plurality of magnetic sensors (21 to 23) provided on the surface of the tank (400); and a diagnostic device (60) connected to the vibration sensors (1, 11 to 13) and the magnetic sensors (21, 22, 23). The vibration sensors (1, 11 to 13) measure vibrations when the load-tap-changer device (800) performs a tap-changing operation. The magnetic sensors (21 to 23) measure change in magnetic field when the load-tap-changer device (800) performs the tap-changing operation. The diagnostic device (60) diagnoses a structural state inside the transformer (1000) using measurement data from the vibration sensors (1, 11 to 13) and the magnetic sensors (21 to 23).
