This two-dimensional code generation device is provided with: a determination unit (15) which determines whether coding information for generating a two-dimensional code includes location information; an image acquisition unit (16) which, if the determination unit (15) determines that the coding information includes location information, selects an image that can visually represent the location information, from an image database (14) in which a plurality of images are registered, and then acquires the selected image as a base image; and a code generation unit (17) which generates the two-dimensional code on the basis of the coding information, wherein when the image acquisition unit (16) has acquired the base image, the code generation unit (17) generates and superimposes the two-dimensional code on the base image.
