Provided in the present application is an unfolding and engaging device, which is used for engaging an inner bag and an outer bag of a double-layer bag together. The unfolding and engaging device comprises an unfolding base, unfolding arms, a sealing knife assembly and a driving assembly, wherein two unfolding arms are provided, and at least one of the two unfolding arms is movably connected to the unfolding base between an unfolded position and a tightened position in a transverse direction; the sealing knife assembly is located between the two unfolding arms, is used for engaging the inner bag and the outer bag of the double-layer bag, and comprises two first sealing knives arranged in the transverse direction, the two first sealing knives being respectively connected to the two unfolding arms; and the driving assembly is in transmission connection with at least one of the two unfolding arms, and is used for driving at least one of the two unfolding arms to move in the transverse direction. By means of the unfolding and engaging device of the present application, two ends of a bag opening can be sealed more tightly when the operation of sealing of the bag opening is performed.
