This user apparatus has: a selection unit that selects one or more resource candidates in a second time window after a first time window on the basis of a result of sensing executed in the first time window and a signal transmission interval; and a transmission unit that selects a resource for transmitting a signal, from among the selected one or more resource candidates, and that transmits the signal.
