Provided are a vehicle light conversion panel, a vehicle lamp unit, and a vehicle lamp that can increase variations in design of a light-emitting surface without adjusting the intensity of excitation light.　The present invention comprises: a substrate (41); and light-emitting layers (53) that are provided to the substrate (41) and that convert excitation light (L1) to secondary light (L2) and emit the secondary light (L2). The substrate (41) has: a plurality of second light-emitting parts (56) in which the light-emitting layers (53) are finely provided; and second non-light-emitting parts (57) that are formed between the plurality of second light-emitting parts (56) and that are not provided with the light-emitting layers (53). The second light-emitting parts (56) and the second non-light-emitting parts (57) have dimensions so as to be seen as a single light-emission surface (S2) in which the plurality of second light-emitting parts (56) adjacent to each other with the second non-light-emitting part (57) therebetween emit the secondary light (L2).
