Disclosed are a video coding method and an apparatus using spiral scan order, and the present embodiments provide a video coding method and an apparatus for encoding/decoding blocks to be encoded in spiral scan order so that the blocks located at the center of a video frame can use more previously reconstructed neighboring blocks.
