This video discrimination device: stores a machine state dictionary linking identification information for data pertaining to the state of a machine, which is a numerical control device and/or a machining tool, and the contents of the data; acquires video of the machine; acquires data to be used in detecting a change in the state of the machine; determines whether the state of the machine has changed, on the basis of the data; and links the contents of the data and video from when the state of the machine has changed.
