A voice generation device (1) comprises an acquisition unit (21), a determination unit (22), a selection unit (23), and a generation unit (24). The acquisition unit acquires an arousal degree indicating the degree of arousal from sleep to excitement of a user. The determination unit determines, on the basis of the arousal degree, whether or not the user is in a state of arousal. The selection unit selects a voice promoting the user's arousal from among a plurality of voice candidates when the user is not in the state of arousal. The generation unit generates a calling voice to be presented to the user on the basis of the selected voice.
