Provided are a washing-out device and a washing-out method for preventing reattachment of solid matter to a developed flexographic printing plate original plate. This washing-out device is for developing, by using a washing-out liquid, a flexographic printing plate original plate after image-like exposure. The washing-out device has: a development tank in which the washing-out liquid is filled; a development unit that removes, by using the washing-out liquid, a non-exposure part of the flexographic printing plate original plate and develops the original plate in the development tank; and a flow creation unit that flows the washing-out liquid to a first region where the flexographic printing plate original plate is carried into the washing-out liquid of the development tank and/or a second region where the flexographic printing plate original plate is carried out from the washing-out liquid of the development tank, in a direction crossing an advancing direction of the flexographic printing plate original plate so as to traverse the width of the flexographic printing plate original plate.
