Provided are a water quality improving apparatus and water quality improving method capable of improving water quality of waste liquid by strengthening the upward swirl flow to increase mixing efficiency of waste liquid and air in treating waste liquid in a storage tank. This apparatus has: a cylindrical jetting pipe 12 that has a waste liquid flow path 13 and is drilled to form an air flow path communicating with the waste liquid flow path 13 for discharging air to the waste liquid flow path 13; an air supplying part 14 having an air chamber 14b that stores air introduced from the outside of the storage tank and is provided with a supplying port 14d communicating with the air flow path for supplying the stored air to the air flow path; and an air introduction part. The air flow path includes: a first air flow path 12bx having a first discharge outlet 121bx provided so as to communicate with the waste liquid flow path 13; and a second air flow path 12by having a second discharge outlet 121by provided so as to communicate with the waste liquid flow path 13. The distance from the bottom face part of the jetting pipe 12 to the second discharge outlet 121by is different from that to the first discharge outlet 121bx.
