A wireless communication method and a terminal device, the method comprising: a terminal device receives a media access control MAC control element CE sent by a network device, the MAC CE being used for indicating a first downlink configuration; and, on the basis of the signal transmission round-trip latency between the terminal device and the network device, the terminal device determines the effective time of the first downlink configuration and/or the effective time of the MAC CE.
