A wireless communication system comprises a plurality of base stations including a first base station and a second base station, and a mobile station. A candidate base station selection unit selects, on the basis of a plurality of receiving power which are reported from the mobile station, a plurality of candidate base stations which are candidate wireless communication destinations of the mobile station. When the mobile station executes an actual wireless communication with the base station, a communication destination base station establishment unit establishes, as the communication destination base station which is the actual wireless communication destination of the mobile station, the base station which has the best receiving quality, either the receiving quality which is measured in protected resources or the receiving quality of a wireless signal which is measured in unprotected resources.
