Anode water is turned to pH 2.7 or lower, a sterilization property by hypochlorous acid (HOCL) is obtained, and 1% or lower nonionic fatty acid alkanolamide is mixed in the anode water to which chlorine gas (Cl2) elimination treatment is performed. Also, 0.1 to 1% of fatty acids are added to cathode water to obtain a washing water.
