To promptly plan an effective catching-up scheme for a delay problem having occurred at a production site.SOLUTION: A dynamic production planning system includes a dynamic production planning apparatus. The dynamic production planning apparatus includes: a process achievement storing unit that contains the record of a time spent for a production for each production item and for each process; a process planning achievement storing unit that contains production facilities planned to be utilized for each production item and for each process, and an estimated work hour; and a catching-up scenario creating unit that creates, for each production item and for each process, a barometer indicating a risk of delay using the time spent for the production, the production facilities planned to be utilized for each production item and for each process, and the estimated work hour.SELECTED DRAWING: Figure 1
