To provide a carrier tape roll body manufacturing device capable of easily manufacturing a terminated carrier tape roll body, a parts feeder, a component mounting system, and a carrier tape roll body manufacturing method.SOLUTION: A carrier tape roll body manufacturing device 18 includes: a drawing unit 42 that draws out a carrier tape CT from an original reel to a terminal end; and a rewinding unit 43 that rewinds the carrier tape CT drawn out by the drawing unit 42 from the terminal end side. The rewinding unit 43 is configured to rewind the carrier tape CT from a new terminal end side after removing a terminal surplus part, which is an area that does not include the parts on the terminal side of the carrier tape CT pulled out by the drawing unit 42.SELECTED DRAWING: Figure 5
