In the case that the number of units ordered to stop all at once out of a plurality of air conditioners 6-10 arranged as load of air conditioning corresponding to plural freezers 1 and 2 is over the specified number of units of the air conditioners 6-10, where the pressure rise of the forward header 5 by all-round stoppage of the air conditioners 6-10 is not over the tolerable pressure, the operation of the specified number of units of air conditioners 6-10 is continued out of the number of units for all-round stop order of the air conditioners 6-10. As a result, the excessive pressure rise of a cold water circuit is suppressed, which prevents the abnormal stoppage by the pressure abnormality of the freezers 1 and 2, and prevents the life drop of pumps 3 and 4 by pressure abnormality, and prevents the occurrence of cold water leakage at the joint of pipes by pressure abnormality.
