PURPOSE: To improve the processing efficiency, by subjecting only essential data to comparison and collation when the rotation processing is performed in the system where picture data and registered picture data are compared and processed.
CONSTITUTION: When the rotation processing of picture data is performed, an operating part 3 calculates preliminarily rotation angle data and stores the result in tables Tx and Ty. When seal impression data L in a memory M1 is read out, a discriminating part 4 checks and address data (x) and sets the output signal to "1" for x<0 or x<A. A discriminating part 6 checks address data (y) and sets the output signal to "1" for y<0 or y>A. Therefore, the output of a NOR circuit 8 becomes 0, and an AND circuit 9 is closed to stop unnecessary seal impression data L read out from the memory M1.
