PURPOSE: To provide an image encoding device which can decrease the amount of information after encoding while suppressing the deterioration of an important image part in a frame.
CONSTITUTION: Before an image is encoded and compressed, the important image part is extracted manually through visual confirmation or according to the size of a moving vector between frames to determine other parts as an area where information is deleted, pixel by pixel, by an information deleted area determination part 103. In this information deleted area, an information deletion amount setting part 104 sets the weight of smoothing by the pixels in the information deleted area according to the distance from the important image part. An information deleting process part 105 performs a smoothing process for replacement with the signal values of pixels by adding the set weight to the signal values of the pixels and the signal values of peripheral pixels in the same frame and making them uniform. Consequently, the amount of information after encoding is reduced while deterioration of the important image part in the frame of an image, outputted from an output part 128, owing to band limitation is suppressed.
