A light control plate unit 21 includes first and second light control plates 301 and 302 having a first surface on which a plurality of convex parts 33i(i=1 to 2) extending in the same direction are arranged in a direction substantially orthogonal to the extending direction. The extending directions of the convex parts 33i of each light control plate are substantially orthogonal, and with respect to an orthogonal cross section which is substantially orthogonal to the extending direction of the convex parts of each light control plate, cross-sectional shapes of the convex portions 33i respectively and independently satisfy: 0.95z0(x)≤z(x)≤1.05z0(x) in -0.475wa≤x≤0.475wa when a width of the convex portion is represented by wa in an xz coordinate system in which an axial line passing through both ends of the convex portions is set as an x-axis. z0(x) satisfies the expression below.
