PROBLEM TO BE SOLVED: To reduce the number of parts and improve the workability when a device is assembled, reduce the overall length of the device to make the whole of the device compact and improve durability and reliability.
SOLUTION: In a device, an upstream side discharge valve 8 and a liquid kind sensing and monitoring type discharge valve 13 are provided in series on the end side of a liquid discharge pipe 6 discharging an oil liquid from a tank of a tank lorry. A reinforcing frame section 18 formed of a plurality of extension arms 18A is provided between a connecting flange 15 and a valve setting section 17 on a casing 14 of the liquid kind sensing and monitoring discharge valve 13. A gate valve 22 is provided rotatably in the valve setting section 17 of the casing 14. A transparent pipe 26 is inserted from the side of the connecting flange 15 to the valve setting section 17 in the casing 14. The transparent pipe 26 is extended in the axial direction in the reinforcing frame section 18 to form a liquid kind sensing and monitoring chamber 28 for sensing and monitoring the kinds of oil liquids from outside in the casing 14.
