CONSTITUTION: By an oriented film application printing roller, an orientation rubbing roller, and a seal material application roller 3, application of an oriented film, formation of an orientation groove, and application of a seal material can be executed to plural substrate chips 2 on a substrate spreading pallet 1. In the case of a device for applying the oriented film and applying the seal material, a rotation of the roller 3 and a movement of a uniaxial table 10 are synchronized, and the substrate chips 2 on the substrate spreading pallet 1 and the roller 3 roll over and come into contact with each other. To the roller 3, the oriented film and the seal material which coincide with an applied shape of the oriented film and the seal material are applied, transferred from the roller 3 to the substrate chips 2 by the rolling contact, and the oriented film and the seal material are applied.
