Parallel light is made incident from one surface of a base material while changing an angle, light emitted from the other surface of the base material is made incident from one surface of an optical member, intensity distribution of the light emitted from the other surface of the optical member is measured and a structure is selected from the intensity distribution of the light, thereby obtaining the optical member. In a method for evaluating the optical member, the parallel light is made incident from one surface of the base material while changing the angle, the light emitted from the other surface of the base material is made incident from one surface of the optical member, and the intensity distribution of the light emitted from the other surface of the optical member is measured.
