A collar is wound around a heated pad part material 13, and a tightening belt 27 is pressed against a central part of the collar loaded to the pad part material. While a pressing part material 23 is pressed to both sides of the pad part material 13 from the outside of the tightening belt 27, the pressing part material 23 is moved to the edge of the collar 6 along the peripheral of the pad part material 13. Thus, the extended part of the tightening belt 27 is successively pressed against the surface of the collar 6. The tightening belt 27 is wound to the outside of the collar 6, and the collar 6 is put into between the outside of the pad part material 13 and the tightening belt 27, and the collar 6 is pressed.
