PURPOSE: To judge whether certification items are printed on various printing papers and to prevent that a seal is put to blank paper without printing certification items on the paper to publish the sealed paper in a printing medium publishing device automatically publishing a printing medium on which certification items are exactly printed such as a certificate of every kind in a self-governing community.

CONSTITUTION: When predetermined printing is applied to a medium by an indication input means 2 to indicate the publishment of the printed medium, the medium 1 is supplied from an accumulation part 3 and printing is applied to the medium 1 at a predetermined position by a printing means 6. Next, a detection means 7 detects the presence of printing from the printed medium 1 on reference to the position data from a detection position control means 8. That is, a detection position is indicated by the detection position control means 8. When printing is not detected, the medium 1 is received in a receiving part 9 and, when printing is detected, the medium 1 is published.
