To prevent damage to a hydrogen separation membrane without fail in the preparation, etc., of a reforming reactor and to accelerate the reforming reaction to improve the reforming performance in operating the reactor.
The reforming reactor has a reforming reaction section for producing a reformed gas by reforming a raw material flowing into a reforming catalyst layer and a hydrogen separation membrane for separating hydrogen from the reformed gas produced in the reforming reaction section. Between the reforming catalyst layer of the reforming reaction section and the hydrogen separation membrane, a protective plate 8 with incisions 8a formed therein is inserted. The protective plate 8 is made so that incision pieces 8b formed by the incisions 8a are caused to stand up by temperature rise to form openings 8c.
