To provide a scarcely water-permeable sheet for civil engineering, free from the escape of fine soil particles through the mesh opening of a woven fabric, enabling the control of the permeability of water and gas and free from environmental pollution.

The sheet is produced by weaving a biodegradable fiber having a tensile strength of ≥3.0 cN/dtex, a boiling water shrinkage of ≥10% and a total fineness of ≤500 dtex and subjecting the woven product to thermal shrinkage. The sheet has a water-permeability of <1×10-3, an air permeability of ≥0.2 cc/cm2/sec and an opening diameter (O95) of <0.1 mm.
