To provide a settlement system in which an ID number having no value as an article (pay service provision duty) at the time point of acquirement thereof, namely, at the time point of shipment thereof, is used for receiving the provision of service only after the ID number is read by a settlement terminal device.
An ID number is recorded on a medium 10, and, when a user pays a predetermined amount of money, a settlement terminal device 20 reads this ID number, and notifies it to a settlement certifying device 30 via a network. In response to this notification, the settlement certifying device 30 executes the processing of validating the use of the ID number. The settlement certifying device 30 has stored therein the ID number and the amount of money stored. When an information terminal device 40 conducts an operation accompanied by the input of the ID number, a service provision device 35 provides service to the information terminal device 40 via the network, and the settlement certifying device 30 subtracts a charge corresponding to the quantity of ID of the service provided from the amount of money stored and defines the result as remainder.
