This shutter driving device is provided with an approximately cylindrical motor roller supported almost horizontally, the slat curtain with one end fixed to the outer periphery of the motor roller, and a control part 3 for controlling the rotation of the motor roller. The motor roller has an encoder 14 for generating a voltage of a predetermined level according to the rotation of a driving shaft 131 of a motor 13. The control part 3 has a relay RE2 for detecting whether the driving shaft 131 is rotated from the voltage from the encoder 14, and a contact RS2 for short-circuiting an output terminal of the encoder 14 to function as a brake when the driving shaft 131 is rotated by an external force in the non-driving state of the motor 13.
