To provide filter processing on a spherical signal with small computation complexity and high approximation precision.SOLUTION: When performing filter processing on a spherical surface signal having a value allocated to a point on a spherical surface, an axial decomposition part expands or contracts the spherical surface signal in one axial direction of polar coordinates while reflecting a distance on the spherical surface to decompose the signal into a plurality of partial signals. A filter processing part performs filter processing on the partial signals. Then an axial integration part performs axial integration processing to expand or contract and integrate the partial signals having been subjected to the filter processing while reflecting the distance on the spherical surface.
