Since a resistance of a thermister 3 changes with temperature, a voltage at a connecting point 5 is fluctuated, in response to a temperature change. A control circuit 7 detects this temperature change and provides no output of a control voltage for the temperature of a room temperature or more. When the ambient temperature reaches the temperdeure less than room temperature, the control circuit 7 outputs a control voltage signal to cause the circuit function inversely proportional to the temperature. Thus, a current inversely proportional to the temperature flows to a LED 2, which generates heat. A crystal oscillator 1 heated by the LED 2 is restored to the state of the room temperature or its vicinity and it continues to oscillate at a frequency within an allowable range.
