A plurality of recognition devices 20 are connected to a center device 10 through a transmission line. When an objective vehicle number and a recognition vehicle number are checked and matched, the recognition device 20 informs the information on the vehicle number and the passage speed to the center device 10. Then, the center device 10 refers to a recognition device database 11 and predicts next passage recognition device and passage time of day by a prediction processing section 14, and highlights the next passage prediction recognition device and the passage prediction time of day on a display section 13.
