[PROBLEMS] To provide an apparatus for treating a papermaking feedstock in which a pulp can be modified based on a cavitation phenomenon in a papermaking step. [MEANS FOR SOLVING PROBLEMS] A liquid to be injected and a suspension containing pulp fibers, etc. are injected respectively through a first pump (5) and a second pump (6) into a treating unit where a jet flow is generated to cause cavitation therein. In the treating unit (2), cavitation occurs due to the jet flow, and the ink and the like are removed from the fibers by the impact of the breakage of cavitation bubbles generated. Thus, modification is conducted. Part of the treated liquid which has undergone the modification is fed to a subsequent step and the remainder thereof is returned to a second tank (4). The suspension is circulated through the treating unit (2) and the second tank (4) and treated.
