Abstract:
The present invention suppresses adverse effects that occur in the communication of a wireless communication device on the ground when a wireless base station where an interference by a wireless communication device mounted in a flight vehicle occurs and the wireless communication device on the ground are connected. An allocation unit 53 allocates, to each airspace, a flight vehicle 10 having a wireless communication device 30 that performs communication in which at least a physical uplink channel is used. At this time, the allocation unit 53 limits allocation of the flight vehicle 10 to specific airspaces in which the number of wireless base stations 40 where a parameter specified by a specification unit 52 is in a prescribed range (e.g., wireless base stations 40 where the path loss of a physical downlink channel to a wireless communication device 20 is equal to or less than a threshold value) is equal to or greater than a prescribed number (e.g., two). The allocation unit 53 suppresses the occurrence of an interference by limiting the allocation of the flight vehicle 10.
