A parking fee collection device and method based on a passive vehicle-mounted tag, wherein the device comprises a passive vehicle-mounted tag mounted on a bottom part of a vehicle and a vehicle-mounted tag reader and vehicle parking spot detector mounted on a parking spot, the method comprising: after a vehicle parks in a parking spot, a passive vehicle-mounted tag converting a radio frequency carrier signal into electrical energy; feeding back ready-to-use prompt information to a vehicle-mounted tag reader, and receiving a control instruction sent by said vehicle-mounted tag reader; feeding back vehicle-mounted tag information to the vehicle-mounted tag reader; the vehicle-mounted tag reader uploading the vehicle-mounted tag information to a parking management system; and after the vehicle exits the parking spot, the vehicle parking spot detector sending exit information of the vehicle to the parking management system. The described device and method may increase the accuracy of parking fee collection.
