The present invention provides a vehicle control device (10) including: an acquisition unit (11) for acquiring interior state information indicating the state in the interior of a vehicle; a detection unit (12) that detects a person satisfying a predetermined condition in the interior of the vehicle on the basis of the interior state information; a determination unit (13) that determines a driving mode for the vehicle on the basis of whether a person satisfying the predetermined condition was detected; a processing unit (14) that executes processing for the determined driving mode; and a reporting unit (15) that reports the determined driving mode to the exterior of the vehicle.
